A ministra da Presidência e da Modernização Administrativa afirmou hoje que prevê a abertura de sete Lojas de Cidadão e mais 90 Espaços Cidadão no próximo ano, além de uma nova Loja do Cidadão em Lisboa.
Maria Manuel Leitão Marques falava no parlamento, no âmbito da apreciação na especialidade, do Orçamento do Estado para 2019 (OE2019), numa audição conjunta nas comissões de Orçamento, Finanças e Modernização Administrativa e de Assuntos Constitucionais, Direitos, Liberdades e Garantias.
“Contamos abrir em 2019 mais sete Lojas de Cidadão e mais 90 Espaços Cidadão”, afirmou a governante, destacando, “pela sua relevância”, a abertura também no próximo ano “da nova Loja de Cidadão de Lisboa, para corrigir um erro enorme do anterior Governo”, afirmou a governante.
O secretário de Estado Adjunto e da Modernização Administrativa, Luís Goes Pinheiro, adiantou que atualmente existem 54 Lojas de Cidadão, das quais “17 abertas durante esta legislatura”, e 515 Espaços Cidadão.
De acordo com o responsável, foram abertos 285 Espaços de Cidadão nesta legislatura, “110 desde janeiro”, acrescentando que mensalmente, em média, atendem “mais de 100 mil pessoas”.
A ministra sublinhou ainda a importância de outros canais, “nomeadamente o atendimento telefónico, na Segurança Social, na saúde ou para os emigrantes, através de centros de atendimento”, que foram reabertos como da Segurança Social ou do Centro de atendimento consular, ambas medidas Simplex.
Luís Goes Pinheiro adiantou que o centro de contacto telefónico do Serviço Nacional de Saúde (SNS) registou um crescimento de chamadas de 37% e que o da Segurança Social, que reabriu há menos de um ano, atendeu 1,6 milhões de pessoas.
Os empresários e proprietários de edifícios e espaços localizados nos núcleos urbanos da Vila de Joane e no eixo das freguesias de Bairro e Delães já podem aceder a benefícios fiscais e apoios financeiros para a reabilitação urbana.
A proposta para a delimitação de duas novas Áreas de Reabilitação Urbana (ARU) na Vila de Joane e no Eixo Bairro-Delães, no concelho famalicense, foram aprovadas na última reunião do executivo municipal e já é possível os proprietários candidatarem-se aos diversos benefícios. A estas novas ARU juntam-se as já existentes na cidade de Vila Nova de Famalicão e em Riba de Ave e Oliveira S. Mateus. Para breve, está a criação da ARU de Ribeirão – Lousado.
A reabilitação, a atração de novos investimentos e o desenvolvimento dos principais núcleos urbanos do concelho têm constituído uma aposta estratégica do município famalicense, nos últimos anos. Paulo Cunha está determinado em dinamizar os centros urbanos, revitalizando o património local, cativando novos investidores e melhorando a qualidade de vida das populações.
“Estamos empenhados em requalificar e revitalizar os principais núcleos urbanos do concelho, somando ao investimento público o investimento privado de forma a tornarmos estes espaços mais atrativos e funcionais, qualificando o parque habitacional, mas também dando nova vida ao comércio e à indústria, proporcionando um desenvolvimento mais equilibrado e harmonioso do território”, afirmou a propósito o presidente da Câmara Municipal.
A delimitação das ARU gera um conjunto de benefícios fiscais associados aos impostos municipais sobre o património designadamente no IMI, e no IMT, mas também no que diz respeito às mais valias, IRS, IRC, rendimentos prediais e nas taxas de apreciação de processos, e de operações urbanísticas e de vistorias, entre outros ganhos. Por outro lado, no quadro global das vantagens e benefícios associados a processos de reabilitação urbana, a delimitação das ARU permitem ainda aos proprietários aceder a apoios e incentivos financeiros à reabilitação urbana, como por exemplo o IFRRU 2020.
“São condições únicas de incentivo e conforto financeiro para a promoção da reabilitação urbana”, explica Paulo Cunha, salientando que da parte da autarquia “tudo está a ser feito para tornarmos os centros urbanos mais atrativos sob todos os pontos de vista. Queremos centros habitados, com espaço para o comércio e também os serviços, queremos os centros com pessoas e para as pessoas”, salienta.
Neste âmbito, a ARU da vila de Joane tem uma área de 153 ha englobando o eixo da Avenida Mário Soares (ER206), o Centro Cívico de Joane e área de equipamentos, o núcleo rural da Vila Boa e a zona ribeirinha do Pele. Por sua vez, a ARU do Eixo Bairro – Delães com uma área de 188 ha abrange o centro de Bairro, o centro de Delães, o eixo da EN310 e a frente ribeirinha do rio Ave.
Paulo Cunha destaca ainda que “a política de reabilitação constitui uma prioridade de intervenção da autarquia e articula-se com as restantes políticas municipais, nomeadamente nos domínios do urbanismo, habitação, ação social, cultura, mobilidade, ambiente urbano, economia, património imobiliário e finanças e foi desenvolvida e elaborada em paralelo com as estratégias do PDM”.
O espetáculo BAIXA TERAPIA – Uma Comédia no Divã será vista por mais de 2000 pessoas na Casa das Artes de Vila Nova de Famalicão, entre os dias 15 e 18 de novembro.
O multifacetado ator brasileiro, António Fagundes, lidera um elenco formado por Mara Carvalho, Fábio Espósito, Alexandra Martins, Bruno Fagundes e Ilana Kaplan.

De acordo com a sinopse do espetáculo, três casais que não se conhecem encontram-se inesperadamente no consultório da psicoterapeuta que os acompanha para uma sessão agendada. Mas, desta vez, para espanto de todos, a psicoterapeuta não está presente. Todavia, ela deixou tudo preparado para a chegada dos casais – um pequeno bar onde não falta whisky e vários envelopes com instruções de como em conjunto deverão conduzir a sessão sem a sua presença. Esse é o objetivo: uma sessão sem o acompanhamento da terapeuta, onde todas as questões são resolvidas em grupo. Cada envelope traz uma situação mais inesperada que a outra o que acaba por transformar a sessão num hilariante caos. “Baixa Terapia” é uma comédia envolvente que conduz o público a um final surpreendente.

Um agente da PSP de Viana do Castelo, com 33 anos de serviço, foi demitido das funções por ter roubado num supermercado na freguesia de Areosa, disse hoje à Lusa fonte do Comando local.
De acordo com o aviso publicado em outubro, no Diário da República (DR), e hoje consultado pela agência Lusa, o ministro da Administração Interna aplicou ao agente a “pena disciplinar de demissão” na sequência de um processo instaurado em maio de 2017.
“Foi instaurado um processo disciplinar por furto em supermercado e foi decidida a sua demissão, tendo em conta que se trata de um crime incompatível com a condição policial”, explicou à Lusa o segundo comandante da PSP de Viana do Castelo, Raul Curva.
O porta-voz do Comando de Viana do Castelo adiantou que aquele processo disciplinar resultou de “uma queixa apresentada pela superfície comercial” onde o agente foi apanhado a “furtar”, tendo a “investigação policial então desencadeada recorrido ao sistema de videovigilância do supermercado para confirmar a identificação do agente”.
“O processo em causa diz respeito a uma situação concreta, o que não quer dizer que não tivessem ocorrido outras”, afirmou, quando questionado sobre a existência de outros casos praticados pelo mesmo agente.
Raul Curva adiantou que o agente em causa “já tinha sido alvo de mais processos disciplinares, de outro âmbito”.
Questionado se o agente escondia os produtos furtados no supermercado, designadamente queijos e vinho, em forros falsos criados num casaco seu, o segundo comandante da PSP de Viana do Castelo escusou-se a confirmar por “ser informação que consta do processo de averiguações realizadas pela polícia”.
Segundo a publicação em DR, a demissão foi decidida em julho de 2018, sendo que, “nessa altura, o agente em causa encontrava-se em Lisboa onde foi colocado, administrativamente”.
Raul Curva adiantou que “nas últimas duas décadas não há registo de nenhuma demissão no Comando de Viana do Castelo”.
Com 142 anos, assinalados em julho passado, o comando distrital da PSP, que integra as esquadras de Viana do Castelo e Ponte de Lima, dispõe de 186 agentes, incluindo os que trabalham na parte administrativa.
Um outdoor de publicidade da Pizzaria Porto dos Piratas, com três metros de altura e oito de largura, instalado na passada sexta-feira, na rotunda da Rua João Paulo II, no centro de Vila Nova de Famalicão foi desmontado e furtado na noite do dia seguinte, sábado, 10 de Novembro.
De acordo com Adriano Cavaleiro, o proprietário daquele espaço, os larápios atuaram de madrugada, num trabalho que terá sido demorado, uma vez que “quiseram fazer tão bem o serviço que até tiveram o cuidado de desprender a tela sem a danificar, cortando apenas as tiras de plástico que a prendiam à estrutura. Algo que só podia ter sido feito por quem sabe, e por quem teve algum tempo para andar com uma escada em torno do outdoor”.
