As urnas de voto estarão abertas até às 19h00 deste domingo.
Numa mensagem ao país de cerca de cinco minutos, Marcelo Rebelo de Sousa notou que a Assembleia da República que sairá das eleições de domingo “vai coincidir com realidades tão relevantes quanto a Conferência Mundial sobre os Oceanos” em Portugal em 2020, “a Presidência Portuguesa da União Europeia em 2021, o revigorar da Comunidade dos Países de Língua Portuguesa com cimeiras em 2020 e 2022, os debates essenciais nas Cimeiras Ibero-Americanas – também em 2020 e 2022 -, os mandatos de portugueses em organizações cruciais”.
Também o Governo que estará à frente do país na próxima legislatura terá “desafios de peso pela frente”, continuou o chefe de Estado, dando como exemplos a superação dos “efeitos negativos da quebra da natalidade e do envelhecimento das populações, das alterações climáticas e de crises vindas de fora”.
“Apostar em mais crescimento, em mais emprego, no combate à pobreza e às desigualdades entre pessoas, mas também entre setores litorais e interiores do continente, e entre áreas deste e as regiões autónomas”, são outras missões apontadas.
O Presidente da República assinalou que “assegurar melhor educação e melhor saúde, garantir segurança social para um futuro mais longo”, ou “preparar para as mudanças na ciência e na tecnologia que moldarão o futuro” deverão ser igualmente preocupações do próximo executivo.
“Perante tudo isto, pedir aos portugueses que votem parece justo e mesmo urgente”, sublinhou Marcelo Rebelo de Sousa, repetindo o apelo de maio no âmbito das eleições para o Parlamento Europeu, mas “agora por maioria de razão”.
Na sua ótica, não votar é entregar a outros uma decisão que é de cada um.
“Neste dia 05 de outubro, que simboliza liberdade de pensar e de decidir, e também democracia na escolha e na responsabilização de quem manda, o que vos peço é muito simples. Por convicção, por confiança, por rejeição, por realismo, por exclusão de partes, seja qual for a razão do vosso voto, não deixem de votar amanhã”, vincou, falando a partir do Palácio de Belém, em Lisboa.
Em causa, segundo o chefe de Estado, estão quatro anos da vida dos portugueses, decisivos para a vida do país.
Lembrando que nas anteriores eleições, em maio, “a percentagem dos abstencionistas foi muito elevada”, Marcelo Rebelo de Sousa referiu que o apelo de hoje para que os portugueses se dirijam às urnas é feito “com ainda maior empenho”.
Para o Presidente da República, “os sinais económicos e políticos preocupantes, no mundo e na Europa, são hoje mais claros do que em maio”, e o “relacionamento imediato entre o Reino Unido e a União Europeia é hoje mais indefinido do que em maio”.
Também os “efeitos do ambiente internacional” na economia portuguesa “serão, certamente, importantes no período de quatro anos, aberto pelas eleições de amanhã”, alertou.
O chefe de Estado assinalou ainda que “o longo período de debate pré-eleitoral e eleitoral permitiu que listas e candidatos se desdobrassem em iniciativas de apresentação ou de confronto de ideias”, tendo as entrevistas e debates realizados proporcionado “oportunidades de observação e de ponderação dos eleitores”.
“Todos fizeram o que se encontrava ao seu alcance para conquistarem o voto para as suas causas”, vincou Marcelo.
Os portugueses, acrescentou, dispõem de várias escolhas, que “chegam a 21 nalguns círculos eleitorais”.
A GNR vai empenhar mais de 5000 militares no domingo, dia das eleições legislativas, para que o ato decorra com tranquilidade e segurança, informou hoje a corporação.
A propósito das eleições de domingo, a GNR diz num comunicado divulgado hoje, que os militares “tomarão as medidas indispensáveis para assegurar aos cidadãos o exercício dos seus direitos, liberdades e garantias”.
Cabe também à GNR a responsabilidade de garantir a distribuição dos boletins por todas as Assembleias de Voto e, no final, recolhê-los e entregá-los nas Câmaras Municipais.
Durante a eleição, diz-se ainda no comunicado, a GNR, através do Centro Integrado Nacional de Gestão Operacional, vai monitorizar todas as ações desenvolvidas no processo de distribuição, recolha e entrega dos boletins de voto, assim como de possíveis incidentes ou alterações da ordem pública.
Os centros de saúde vão estar abertos no domingo para emitir atestados médicos aos eleitores portadores de doença ou deficiência que necessitem de acompanhamento para poderem votar nas eleições legislativas, anunciou o Governo.
Segundo informação publicada no Portal da Saúde, os centros de saúde vão estar abertos durante o período de funcionamento das assembleias de voto, entre as 08:00 e as 19:00.
De acordo com a Lei Eleitoral para a Assembleia da República, quando não se verifique a notoriedade da doença ou deficiência física, as mesas para as assembleias de voto podem exigir atestado comprovativo da impossibilidade de exercerem por si o direito de voto.
“Para que possam fazê-lo acompanhados de outro cidadão eleitor por si escolhido, que garanta a fidelidade de expressão do seu voto e que fica obrigado a absoluto sigilo”, estes eleitores devem ter um atestado comprovativo.
O atestado comprovativo da impossibilidade de votar sozinho tem de ser emitido pelo médico que exerça poderes de autoridade sanitária na área do município e autenticado com o selo do respetivo serviço, refere-se na nota divulgada no Portal da Saúde.
No caso de o eleitor não ter este atestado médico, poderá obtê-lo dirigindo-se ao centro de saúde.
A lista dos centros de saúde que vão estar abertos no dia da eleição está publicada no ‘site’ da Comissão Nacional de Eleições (www.cne.pt/).
Mais de 10,8 milhões de eleitores recenseados no território nacional e no estrangeiro são chamados no domingo às urnas para escolher a constituição da Assembleia da República na próxima legislatura e de onde sairá o novo Governo.
