Doze distritos de Portugal continental vão estar sob aviso amarelo este domingo, entre as 11h00 e as 21h00, devido à previsão de trovoada, chuva forte e queda de granizo, informou o Instituto Português do Mar e da Atmosfera (IPMA).
Bragança, Viseu, Porto, Guarda, Vila Real, Santarém, Viana do Castelo, Castelo Branco, Aveiro, Coimbra, Portalegre e Braga são os distritos que estão sob aviso amarelo, devido à precipitação e à trovoada.
De acordo com o IPMA, é previsto para hoje “aguaceiros e trovoada em alguns locais, que poderão ser fortes, de granizo e acompanhados de rajadas fortes de vento”.
O IPMA refere que a trovoada será frequente nos 12 distritos.
Para Braga, Coimbra, Aveiro, Viana do Castelo e Porto, o Instituto Português do Mar e da Atmosfera prevê “aguaceiros e trovoada em alguns locais no interior”.
O aviso amarelo é emitido pelo IPMA quando existe uma situação de risco para determinadas atividades dependentes da situação meteorológica
Neste âmbito, a Guarda Nacional Republicana (GNR) começa, a partir de segunda-feira, a fase de fiscalização dos trabalhos de limpeza da floresta.
Contam-se entretanto “23.852 situações em incumprimento, já comunicadas às respetivas autarquias, com maior incidência em Leiria, Castelo Branco, Viseu, Coimbra, Braga, Santarém, Vila Real, Viana do Castelo e Aveiro”, segundo dados enviados à agência Lusa.
Em 30 de abril, a GNR contabilizava 23.968 situações de incumprimento na limpeza de terrenos florestais, pelo que a atualização para 23.852 situações significa que pelo menos 116 proprietários procederam à limpeza após a identificação do incumprimento e no âmbito da prorrogação do prazo, primeiro de 15 de março para 30 de abril e depois para 31 de maio, na sequência das medidas excecionais e temporárias relativas à pandemia.
Além destas situações, há registo de “12 detidos e 68 identificados pela prática do crime de incêndio florestal, tendo ainda sido elaborados 370 autos por contraordenação”, dos quais um por falta de recuperação de áreas ardidas, 296 em queimas e 73 em queimadas, por realização não autorizada ou por negligência na sua execução.
Na operação que arranca na segunda-feira “a prioridade de atuação da GNR irá incidir nas 1.114 freguesias prioritárias” devido ao risco elevado de incêndio.
Nesta fiscalização, inclusive às cerca de 24 mil situações de incumprimento identificadas, prevê-se a instauração de autos de contraordenação, em caso de incumprimento, ficando os proprietários sujeitos a coimas que variam entre 280 e 120.000 euros, de acordo com a lei do Sistema Nacional de Defesa da Floresta Contra Incêndios.
Em causa está o prazo para a realização das operações de limpeza de terrenos, que terminava em 15 de março, mas foi prorrogado até 31 de maio, por decisão do Governo, na sequência do decreto-lei que estabeleceu medidas excecionais e temporárias relativas à pandemia da doença covid-19.
Em 16 de abril, após a primeira prorrogação do prazo para a limpeza de terrenos até 30 de abril, a secretária de Estado da Administração Interna, Patrícia Gaspar, disse que o modelo de prevenção e combate aos incêndios florestais podia sofrer “novos ajustes”.
Uma nova prorrogação, até 31 de maio, adiou o início da fase de fiscalização por parte da GNR.
De acordo com a Associação Nacional de Empresas Florestais, Agrícolas e do Ambiente (ANEFA), independentemente do adiamento do prazo, este ano houve menos procura dos proprietários por estes trabalhos, temendo-se, por isso, “grandes catástrofes”.
“Se se conjugarem os fatores que se observaram em 2017, no que diz respeito às alterações climáticas, de todos esses picos que surgem de calor e ventos, vamos enfrentar este ano grandes catástrofes, não tenho dúvidas disso”, afirmou o presidente da ANEFA, Pedro Serra Ramos, em declarações à agência Lusa, considerando que a limpeza de terrenos florestais é um “problema de fundo”, que ultrapassa a questão do prazo.
No âmbito da Operação Floresta Segura 2020, a GNR realizou uma forte campanha de sensibilização, com 3.572 ações, as quais alcançaram 55.044 pessoas.
Perante o incumprimento dos proprietários do prazo para a limpeza de terrenos, as câmaras municipais têm de garantir, até 30 de junho – prazo que era até 31 de maio, mas foi também prorrogado – a realização de todos os trabalhos de gestão de combustível.
Em caso de incumprimento dos municípios, “é retido, no mês seguinte, 20% do duodécimo das transferências correntes do Fundo de Equilíbrio Financeiro (FEF)”, segundo o Regime Excecional das Redes Secundárias de Faixas de Gestão de Combustível.
Os voluntários dos Bombeiros Famalicenses regressaram este sábado ao serviço. Este grupo de soldados da paz foi afastado da corporação a 14 de abril, como medida preventiva ao contágio do novo coronavírus.

Depois de ter estado com prognóstico muito reservado, em estado de coma, no hospital de Braga, o famalicense de 56 anos que contraiu o vírus da Covid-19 está a recuperar favoravelmente.
O homem, operacional dos Bombeiros Voluntários Famalicenses, passou esta semana dos cuidados intensivos para os cuidados intermédios do Hospital de Braga. Nas últimas horas, e dado a evolução do seu quadro clínico, foi transferido para a unidade de Vila Nova de Famalicão do Centro Hospitalar do Médio Ave.
Apesar de ainda se manter hospitalizado, este homem já faz parte dos números de recuperados da Covid-19. O bombeiro está, agora, mais perto de casa a receber tratamento a outros problemas de saúde que, entretanto, se agravaram quando contraiu o vírus.
